4.	Established the distance service of the NIOERAR website, and implemented the education full-text electronic database and the teaching MOD system
5.	Founded the ROC Education Data Display Center and the Teaching Media Service Center.
6.	Published academic works, such as the Education Information Anthology, Taiwan Education Exploration, Educational Survey, and important policy literature, including the ROC Compulsory Education Report, Aboriginal Education Report, Education for the Handicapped Report, ROC Education Yearbook.
